Free Zone Policy

Nationwide incentives in hand — a Duqm SEZ upgrade within reach.

Sited in Ash Sharqiyah South, the project enjoys Oman's nationwide policies directly — and registering the project company in the adjacent Duqm SEZ unlocks the full special-zone package.

01

FTA Trade自贸协定

Preferential market access under Oman's free trade agreements:

  • Omani-origin farm produce and green hydrogen/ammonia enter the US and Singapore at preferential tariffs
  • PV modules and desalination equipment imported from the US and Singapore qualify for FTA rates
02

Tax & FX税制与外汇

Nationwide rules that apply regardless of location:

  • No personal income tax anywhere in Oman — expatriate payroll costs are location-independent
  • No foreign-exchange controls; capital and profits repatriate freely
03

Duqm SEZ Pathway杜库姆特区

An optional upgrade via registration in the adjacent Duqm SEZ:

  • 100% foreign ownership, no minimum capital, tax holiday up to 30 years
  • Relaxed Omanisation quotas, simplified customs and residency, duty-free imports and exports
  • Subject to in-zone registration, to be confirmed with OPAZ / SEZAD

Why Ash Sharqiyah South

Desert, coastline and sunshine — an industrial heartland in waiting.

Endowed with desert land, coastal water sources, abundant solar energy and industrial foundations, Ash Sharqiyah South supports the phased development of large-scale smart agricultural projects.

01

Ample Land土地充裕

Vast desert lands and low-density developable areas provide sufficient contiguous plots for the phased construction of large-scale agricultural projects.

02

Favourable Parcels地块条件优越

Priority is given to contiguous land with over 50 cm of topsoil, flat open terrain and minimal stones — ready for large-scale development and mechanized farming.

03

Coastal Resources海岸资源

Bordering the Arabian Sea, the region enables desalination, agricultural irrigation and integrated water use — a coordinated “water–energy–agriculture” model.

04

Superior Solar光照资源优质

Abundant irradiation powers photovoltaic generation, supplying clean energy for desalination, smart irrigation, farming and produce processing.

05

Industrial Layout产业布局充足

Adequate space for modern agriculture, clean energy, produce processing, warehousing, logistics and supporting facilities — a full-fledged green industrial system.

06

Demonstration Value战略示范价值

An integrated model of desert rehabilitation, modern agriculture and clean energy turns desert into green industrial zones — a replicable regional benchmark.

What is SAND

Agriculture at the core — an off-grid platform for national food security.

One closed resource loop: power above the panels, crops beneath. Sunlight becomes green electricity; green power drives seawater desalination; freshwater sustains agricultural production. In the ever-repeating industrial cycle, the potential of products and data is released.

01

02

Agriculture现代农业

03

New Energy新能源产业

Storage and green computing raise the value of green power; industry captures the energy and data value.

Green power & seawater → Industrial feedstock & fertilizer

Why Photovoltaics Are Essential

2.6× annual output versus the conventional desert-agriculture model

The microclimate beneath the panels, combined with double cropping, lifts annual output well above the conventional model — lower temperature, less evaporation, balanced humidity, higher yield.

  • Lower temperature|1–4 °C below the open-field average, more at peak heat
  • Less evaporation|~30% lower evapotranspiration than the open field
  • Balanced humidity|15–30% higher soil moisture, smaller day-night swings
  • Higher yield|2.6× the conventional model (+160%)

New Energy Industry

100% green electricity, from community to industrial chain.

Green molecules and green computing convert surplus power into export-grade products — strengthening the green, non-oil economy of Oman.

01

Green Hydrogen Production

Solar-powered electrolysis of water produces hydrogen for domestic petrochemicals, electronics, metallurgy, food processing, organic synthesis and aerospace — securing national hydrogen self-sufficiency with zero carbon emissions.

02

Green Ammonia Production

Green hydrogen, replacing fossil-derived hydrogen, is synthesised with nitrogen into nitrogen fertiliser for domestic agriculture, securing national fertiliser self-sufficiency with zero carbon emissions.

03

Green Methanol Production

Electrolytic hydrogen and carbon dioxide are synthesised into methanol for domestic pharmaceuticals, agrochemicals, dyes, coatings, plastics, synthetic fibres and synthetic rubber — securing national methanol self-sufficiency.

04

Power Storage

Mature lithium-ion (lithium iron phosphate) battery technology stores surplus electricity, ensuring a stable 24/7 power supply.

05

AI Computing Power

Green power underpins AI computing, anchoring a digital industry cluster.

06

Potassium Extraction from Seawater

Recovering minerals from coastal seawater and converting desalination brine into agricultural inputs.

Empowering Oman Vision 2040 and accelerating the transition to a net-zero future.

Key Industry · Seawater Desalination

Desalination — turning the sea into an inexhaustible freshwater source.

Desalination is the water engine of the SAND system. China has built a complete industrial chain spanning technology, processes, materials, equipment and engineering — by end-2025 national desalination capacity reached 3.077 million t/day, with reverse-osmosis membranes, high-pressure pumps and energy-recovery devices fully domestically controlled and per-tonne water cost down about 40% over the past decade, offering a proven path to large-scale water security in arid regions.

Scale-Up

167 projects · 3.077 Mt/day

By end-2025 China operated 167 desalination projects totalling 3.077 million t/day, 68 of them at 10,000 t/day or above; the Zhoushan Green Petrochemical Base (Zhejiang) hosts the world's largest petrochemical desalination complex at 515,000 t/day, and annual desalinated output exceeds 400 million tonnes — beating the 14th Five-Year target ahead of schedule.

Core Equipment

Three key components, home-grown

Reverse osmosis accounts for about 70.5% of national capacity. RO membranes, high-pressure pumps and energy-recovery devices are now fully domestic; Tianjin Nangang hosts a 30,000 t/day single-train all-domestic RO demonstration line, and Chinese membrane elements serve multiple 10,000-tonne plants including Qingdao Baifa Phase II.

Green Coupling

Green power · green water · green hydrogen

Industrial waste heat and nuclear energy now drive desalination: Haiyang nuclear's water-heat co-production, Yulong's 160,000 t/day thermal-membrane hybrid and ZPC Yushan Island's 305,000 t/day plant — the world's largest hot-water flash facility — are all in operation, while Chinese equipment built Algeria's 300,000 t/day Oran project.
